I think a lot of times it is simply that people know how touchy this subject is, and how often and easily remarks are construed as racist.

I think once the phrase "dirty monkey people" enters the conversation, any line that exists has definitely been crossed.
Of course. I'm just saying that "I'm not a racist, but..." is often spoken by someone who fears that even the mildest criticism that could be construed as race-related, will be taken as proof that he is a racist.
Like, "I'm not a racist, but I think all those darn illegals ought to be sent back to Mexico." This is actually a critique of illegal immigration, but it is not uncommon for opponents of strict immigration control to construe it as racial bigotry.
