GCHQ wouldn't be allowed to do anything like that while US Law prevented the agency from doing so or asking GCHQ to do it.

I disagree as all appointees to head our intelligence agencies are political appointees. They serve at the behest of the president that appointed them. They were picked for their ideology. Period.
