So, exactly who were these weapons to be used against? The followers of Desmond Tutu or Nelson Mandela? Maybe Israel wanted to help decrease their black populations in the tribal homelands (concentration camps).
Even if the Guardian's post is true, they admit there that Israel has never sold nuclear weapons to the South African regime, so I can't see it as an issue.
In short, even if there was such a discussion--Shimon Peres has denied it and the authenticity of the purported documents has not been examined--it is far from certain whether such a transaction would have been approved by Israel's Prime Minister. Unless such approval had been obtained or was certain to be obtained, one cannot argue that Israel effectively offered nuclear weapons to another state.
I wouldn't use the word "mistrust" when referring to those countries' feelings.The intention would be enough to antagonise, some countries into further mistrusting Israel.

Israel has never denied the existence of its nuclear arsenal, nor has it ever shamed of it.You cannot put much stock in their denial considering they will not even acknowledge they have nuclear weapons.

Israel, to this day is ambiguous about the subject of its own Nuclear capabilities.
The article goes onto to say,

Shimon Peres is denying the story suggesting its baseless,
"His office said "there exists no basis in reality" for claims based on declassified secret South African documents that he offered nuclear warheads for sale with ballistic missiles to the apartheid regime in 1975. "Israel has never negotiated the exchange of nuclear weapons with South Africa. There exists no Israeli document or Israeli signature on a document that such negotiations took place," it said".
The article goes onto say
"Opposition politicians praised the post-apartheid government for resisting attempts by the Israeli authorities to prevent the documents from becoming public. David Maynier, the shadow defence minister, speculated that the ANC government had decided it would not be damaged by releasing the documents".

You cant blame a 'post' apartheid government for allowing declassification of such documents considering, which i find somewhat surprising, Israels close relationship with the previous regime.
This kind of disclosure will only fuel the mistrust prevalent between certain Nations within the ME.

Only one difference is that Israel has never sold nuclear weapons to anyone, while the French have apparently sold nuclear weapons to Israel.
Isn't a nuclear Israel a violation of the United Nations?
Israel needs to get with the program and sign the NPT. They lack political capital in criticizing Iran while refusing to sign the treaty themselves. There is no downside to be open about nuclear weapons, and it would bring useful benefits in return.
