Impeachment is an exclusive constitutional power of the House. Pelosi has an excellent political reason to impeach Trump (again) - it will (help her to) unite House demorats which is absoluitely essential for her to remain Speaker of the House.

Biden is ’in the clear’ since he has (mildly) advised against impeachment and (even as POTUS) has no role in the impeachment process.

They have to assume foreign actors were embedded in the insurrectionists and that literally any device or object in the building could now be an espionage device. This failure of national defense on Trump’s watch alone is enough to impeach him.
