1) Lets take the OP at face value. If taken at face value we would have to conclude that Trump was STUPID enough to raise the issue of military pay while holiday visiting troops in the field while at the same time being utterly incapable of communicating to those same troops that he actually had a desire to make their pay raise higher but failed to be convincing in that effort. How hard would that have been to do?

The first sentence isnt true, but there is no way to determine if the second sentence is true or not. He didnt say he gave the troops a 10% raise, he said he supported such a raise. He was talking about a discussion of pay raises and what he said in response to what 'they' (whoever they are) said.
