WASHINGTON (AP) — Reeling from back-to-back presidential losses and struggling to cope with the country's changing racial and ethnic makeup, the Republican National Committee plans to spend $10 million this year to send hundreds of party workers into Hispanic, black and Asian communities to promote its brand among voters who overwhelmingly supported Democrats in 2012.

Committee chairman Reince Priebus on Sunday also proposed shortening the presidential nominating calendar in 2016 and limiting the number of primary-season debates to avoid the self-inflicted damage from inside-party squabbling on the eventual nominee. Priebus' top-to-bottom changes include picking the moderators for the debates and then crowning the nominee as early as June so he or she could begin a general election campaign as quickly as possible.

"Mitt Romney was a sitting duck for two months over the summer," Priebus said of the 2012 GOP nominee.

To help his party ahead of the 2016 contest already in its earliest stages, Priebus said he would be hiring new staffers to build the GOP among voters in the states.

"It will include hundreds of people — paid — across the country, from coast-to-coast, in Hispanic, African American, Asian communities, talking about our party, talking about our brand, talking about what we believe in, going to community events, going to swearing-in ceremonies, being a part of the community on an ongoing basis, paid for by the Republican National Committee, to make the case for our party and our candidates," Priebus said.


Those leaders heard from 50,000 rank-and-file members about how to respond to the nation's shifting demographics.

Priebus planned a full-scale rollout of their recommendations Monday, although the proposals are far from a done deal. They would have to win the approval of the 168-member Republican National Committee and then each state's election chief would have to abide by the party's proposed calendar or face consequences, such as losing voting delegates to the nominating convention. The states previously have ignored such penalties.

Priebus said the party review recommended downplaying its internal divisions among candidates, which forced Romney to take more conservative positions on issues such as immigration during his quest to capture the party's nomination. In all, Priebus counted 23 debates among his party's crowded field of contenders, and there were a handful of other events — including a Newt Gingrich-Herman Cain faceoff in Texas — that distracted from their main task of defeating Obama.

"Our primary process was way too long... I think we had way too many debates with our candidates slicing and dicing each other," Priebus said, adding that under his proposal the party would pick the networks that would host the debates and journalists who would question the candidates.

"I would limit the debate to a reasonable amount, maybe seven or eight. But not 23. It's ridiculous," Priebus said. "While we were playing footsy debating each other 23 times, what was the other side doing? .....snip~

10 Million Nation Wide? It isn't enough. They will need to put more money into this than that if they want to make a dent in the demographics. But I agree with him about limiting the Debates so that the left cannot use material coming out of 23 Debates. Thoughts?

So let's put all this into perspective.

Dems pandering to minorities is racist and equivalent to slavery, yet Republicans paying money to pander to minorities is ok?

Not likely to work, given their comments about Obama, their support to keep unemployment high, and their refusal to help minorities get into college with the nonfunding of Pell Grants. You can't SAY you'll help. You HAVE to help. And republcians REFUSE to help anyone but the upper 1%.

I do think the Republican party is too elitist. As evidenced by this story. I dont think talking about the current polocies to minorities will help. The Republicans have to change first, then get out the word.

It's about $9,999,999.99 more than should be WASTED on trying to reach people who simply are not capable of being un-brainwashed from their Liberal tendencies. That money could be much better spent elsewhere.

I've got a better idea. Instead of throwing what amounts to chump change at the people they disenfranchise, how about changing republican polices so to better to reflect their needs?

No need for change other than maybe getting rid of the social policies. Republicans should double down on conservative economic policies which lift everyones economic status. And then those people will vote Republican, whatever color their skin.

What I read that really concerned me was how he said he wanted to limit the number of debates in the GOP primary.

We had 23 for the past election, he suggests 7 or 8, and I'm guessing we'll wind up with 4.

Even though the only reason why I had any respect for the Republican Party during the 2012 election was that they were having those debates in the first place - unlike the Democrats, who just sat by their man and didn't even run a token challenger just to keep Obama honest.

Especially on issues like the drug war and drone strikes.

He also said that he wants the RNC to pick the journalists who moderates the GOP primary debates and which networks they get aired on. Which means he wants to bring even MORE theater to political theater rather than actual politics.

And this is a danger to conservative populists who are critics of establishment politicians, as establishment Republicans have such a tight grip on the GOP primary anyways.

And then he said that the GOP primary distracted from the Republican's Party main goal of defeating Obama. A political party shouldn't have as its agenda to defeat the other guy no matter what. Rather, it should be to elect someone that American people find of more worth to be President than the other party.

And it's also ludicrous to make those particular changes based on what happened in an election year when they were challenging an incumbent President considering how much Americans prefer incumbent politicians. Instead, they should wait for the 2016 election and see how they do then when both the Republicans and the Democrats have to honestly (well, as close as they can, anyways) compete for the White House.

If you ask me, that's the real story here. This stuff about spending money to reach minorities is all smoke and mirrors, and there are better reforms for the primary - such as randomizing every election year the order in which blocks of states have their primary - that would be more of an improvement.

It's not that the GOP has start talking to minorities and their needs.

Rather, it's that the GOP has to start listening to minorities and their needs.
 
The Republicans are already reaching Minorities. That's why minorities hate them.

It would be better spent weeding the Moderates and other undesirable elements out of the party so that they can draw true Conservatives back into the fold.

Where did you see Priebus say such? Also I would note he is talking about paying people to go out and do grass roots work. That's the difference with Republicans they will pay people for work. ;)

No, the same policies that allowed the middle class to create a high standard of living for themselves and achieve upward mobility. As opposed to democrat policies which make everyone equally poor and dependent on govt.

No not really.....also hiring some Hispanic and Black Republicans to go do grassroots movements in places like Chicago, and California needs to be done. Time to start pointing out those failures of theirs and with their Keynesian Economics. Chicago alone for over 75 years has let the Democrats steal their money, drive the state into the ground, ignore the Constitution. All the while living high on the hog with the peoples money. Jesse Jackson and clan, and a host of others have bilked and milked the money from these people. While driving them to become more Dependent on Government. While letting their neighborhoods and schools all fall apart. While creating the highest taxed places in the country. All so that the Democrat can lives in STYLE and rub elbows with the Hollywood Elite. These people have become Zombies and all these neighborhoods need to be shook up.

Not shaken down like the Democrats do. People can be show why their lives will get better with running these scumbags out of power and if possible out of town.

Then ya have a host of them that run and live in a house in another state.
 
As I understand it, the 10 million is not the only funds to be spent reaching out to minorities, it is part of one project: Ten ways Republicans say they went wrong in 2012 | The Ticket - Yahoo! News

The RNC will devote $10 million to hire hundreds of new employees in communities across the country who will have a permanent presence. The project will focus on neighborhoods with heavy black, Hispanic and Asian populations to sustain relationships with those communities in years with and without elections and establish new, senior level advisory councils for those voters.
