It depends on what you mean by 'targeting said communities', Paul. Target them with what? Target them by ascribing some kind of collective blame might well stray towards dangerous ground. But targeting suspects from that community, as one would suspects from any community, without pandering or applying over-sensitive methods would seem only correct. It might also be worth connecting with the community leaders, and at more of a street level with younger members of the Pakistani population to examine, address and educate on fairly fundamental issues of respect for women, intolerance of extreme sexual aggression and on the importance of integration and co-existence.
Scapegoating an entire ethnic community for the aberrant behaviour of a few criminals would seem to me to be counter-productive, and you have to be very careful to make the distinction between 'targeting', however you wish to do it, and 'scapegoating' very clear indeed.
I feel, the danger--is we still do not get the step change needed, for fear of being called 'it's racist' to tackle said communities.
