Is there a Senate rule to get around McConnell?

What's going on now has NOTHING to do with Reid. But because this shutdown is 110% Trump's and McConnell's fault the Trumpsters are knee deep in 'whataboutisms..

Anyway there are many reasons for the senate Leader to not allow a vote on a bill.. In Reid's case many of those bills had Republican House 'ACA poison pills' in them. But in THIS case McConnell doesn't want a bill to be voted on in the Senate because because he knows it will pass, and then all of hell will break loose in the GOP. Trump, Fox News and Trump's base will lose their collective minds.

We're talking about massively disrupting the American economy with a prolonged government shutdown. What happened to "transparency and accountability"? Own up to the GOP's disastrous leadership. Reid never screwed the pooch like this.

The administration and GOP are more than willing to make a deal, there have been several offers and counter offers.
It seems that the congressional Dem's are the ones being recalcitrant, not even making serious counter offers, sorry but a $1 one isn't being serious. :shrug:

As this shut-down drags on the GOP will take more and more of the blame. Which is going to hurt the party.

But he can't let a House bill without Trump's money come to a vote, because he knows it will pass and then the Republican's base and Fox news will go crazy, and that will hurt the party.

The only person who could fold, and probably NOT hurt the party is Trump. lol...lol...lol... The egomaniac, who thinks he's never wrong, who said he don't even ask God for forgiveness because he doesn't do anything wrong. yeah that Trump will have to admit he was wrong!! lol.. That's the guy who can bail the GOP and McConnell out of this mess.

Well then I guess this will continue infinitum.
Sad situation for many. I heard on some show or the radio that something like 3 million people were effected by this and the cost to taxpayers by Monday would be over 5billion not including the lawsuits filed.
Oh well guess the wall is more important than actual citizens.

What about the citizens who have been murdered by illegal aliens? **** them?
 
Cloture IMO is not in play at this point. A "Motion to Proceed" would be the means to buck McConnell which is what is required at this point. A Cloture vote might come at some point but that cart is way before the horse. Without a successful "Motion to Proceed" vote, McConnell can stonewall the process. Yes, it would only take a few GOP Senators to vote with a solid Dem block to pass a Motion to Proceed. But even if all the Dems voted as a block it would take 6 Republicans to vote with them to pass a Motion to Proceed. At the point where McConnell knew those 6 votes would go against him he would likely bring the Bill to the floor himself as opposed to suffering the embarrassment of having lost control of his caucus.
Motion to Proceed is for when a bill has already been considered, IIRC.
 
I'm concerned about all United States citizens. That's why we need to secure the border.

The Dems have offered money to insure the border, but they know that they should not waste the people's money, in the end 25 billion or more, on a wall that will do nothing to help. In fact the Executive branch has not spent the 1.6 billion that they were appropriated in the last budget, so do not go on trying to tell us that the wall has any real significance except as a political tool used by Trump.

Illegal immiration costs The United States $100 billion a year. All of a sudden you're worried about $25 billion? Good luck with that argument.

The GOP senators who are up for re-election in 2020 are screwed. What senators desire above all else is to be re-elected. That is always their number one priority. If they are seen wavering, they will be primaried by Trump's base. If they continue to kowtow to the president, they will likely lose in the general election with Trump at the top of the ticket.

However, if Trump were to leave office, for whatever reason, those senators would probably be more inclined to move toward the center, because the center will be the key to their re-election bid.

He couldn't have. The GOP did not support it. They did not want a wall. They only support it now because it has become a new wedge issue.

Motion to Proceed is for when a bill has already been considered, IIRC.

"To consider a bill on the floor, the Senate first must agree to bring it up – typically by agreeing to a unanimous consent request or by voting to adopt a motion to proceed to the bill, as discussed earlier. Only once the Senate has agreed to consider a bill may Senators propose amendments to it."

The sequence is motion to Proceed, from there to each Amendment with votes on each Amendment to votes on the Bill itself. Debate is allowed for every Amendment and for the Bill itself. A Cloture vote limits Debate to a specific time limit with the floor managers for each side controlling the time.

One way the Senate can take up a bill is by agreeing to a motion to proceed to it. The shocker for McConnell in the Kill the ACA effort is that he brought the Bill up himself, had a Motion to Proceed vote pass, went through the entire process of Amendments only to have McCain vote thumbs down in the end. McConnell knives where coming out his eyes as he followed McCain across the floor after his vote as anybody that actually watched that final vote will tell you. In that instance, McConnell took the chance that he would get the Bill over the finish line. McConnell had tired of the whole Kill the ACA effort and he wanted it moved out of the way, one way or the other.

Okay let's go with that according to the dph security website there are 3 people in custody for murder....so if 3 people die as a direct result of this shutdown does that then counter your arguement?

It's worse than that. Trump was going to sign a CR with no wall money. Then he turned on Fox and they commanded otherwise.

I understand that you believe that. I'm not all that certain that it unfolded that way, or was planned that way.
Going about it this way seems a rather risky approach.

It was reported that Trump's advisors appraised the situation wrongly, that the wall wasn't important, and then he found out that it was.

Seems more reasonable than pre-planned from the start.

Well, that accusation could reasonably be made against either side at this point.
