If you do that, you'll have an assload of 17 year olds that will do absolutely whatever, whenever, because they know the slate gets wiped clean in less than a year.
You don't suddenly become smart at 18. People know wrong and right long before they become a legal adult.
I'd say that if they were adults they should be charged as adults, and serve time, if found guilty. If they are juveniles then the juvenile penal system should decide. No biggie.
