"Barging" is a value judgement on how he got there. What frames of that video show him "barging"? It looks like zero to me.
You said he "doesn't ID himself until they have him detained and out of the room". Which you can see is not what happened by the video you just posted. So if you want to change your view of the event I'm happy to hear that, but that doesn't make me "Wrong"

Padilla quickly identified himself before being physically removed from the room. Noem said she didn’t know who Padilla is, which is odd, considering the fact that he’s the ranking member of the Senate Judiciary Committee’s Subcommittee on Immigration, Citizenship, and Border Safety, and she made no effort to stop his being removed, instead pretending like she didn’t see/hear him.
Granted, Padilla should’ve waited until Noem opened the floor to questions, instead of making an ass of himself by abruptly confronting Noem in front of a crowd of reporters.
Had Noem instructed her security detail to immediately release Padilla, before being removed from the room, and asked him to be courteous and wait until she finished speaking and opened the floor to questions (like some politicians have done), she would have come away looking like the adult, but she didn’t.

The missing piece from video I've seen is the time between Padilla moving from his seat and the time the Secret Service/FBI moved to block his approach. The complete conference published at post #269 pans at a little less than five minutes from Noem to show the confrontation already under way.
That's not how our government works in the U.S. It's not for Noem or Trump to decide who governs L.A. or California.
