His initial statements were that masks (especially N95) were not needed at the time to protect one's self. He also stated that masks needed to be worn by those infected by COVID to prevent the spread. Later as it was found that asymptomatic people could spread COVID the recommendation was for all to wear masks to protect those around them. As knowledge changed so did recommendations. This is what we want our scientisits and medical experts to do.

The fix is to wear masks and social distance until everyone is vaccinated. Kids under 5 can't get vaccinated yet. Minority populations are still dying from covid at a 2 to 1 rate. Most of the country has already started doing this over the last two or three weeks. But the CDC, being the data driven institution they are needed time to dot the i's and cross the t's. It is good to see that the states did not jump the gun in the sense of doing something where the CDC would have gone another direction though.

Very little, but even then it depends on the type of mask and how correctly and consistently it's worn. My personal observation is that the vast majority of people wearing masks are doing neither. If you see a mask hanging on the mirror of a person's car you can be almost certain that that person is not wearing a mask correctly.
