I'm torn.
I've been paying exorbitant out of state costs to attend a school in this state because I do not have residency. I would be quite peeved if somebody who was here illegally were allowed the option to pay in state costs.
On the other hand, they have to spend 3 years in a California high school before they can get in state costs. So it isn't like they get to come right from Mexico and start in college at in state costs. They are usually kids whose parents migrated illegally.
Their parents probably don't pay taxes, either. Not much to be torn over.
Everybody pays taxes, period. Illegal or not it starts when one purchases something.

First off, "never paid taxes on" would be a strange charge when the taxes WERE paid via withholdings from paychecks. Next, the IRS could probably figure out that Deuce T Deuceson could not possibly hold a job in Minnesota and a job in Arizona simultaneously. Yes, it would suck for the person who had their SSN stolen... assuming that's what actually happened.
