I don't see her as qualified to run something as big and complicated as the VA. Alaska is a geographically large state, but it contains less than a million people and, "Pretty nearly 50% of Alaska’s 735,132 occupants live inside of the Anchorage metropolitan range".

She resigned as governor before her term was up showing she didn't have the stick-to-it drive for that job. Why would she stick to running the VA when it would be much more difficult?
She lacked knowledge in governmental and foreign affairs to be VP. And though she resigned as governor, it was clearly not to "study up" on the things she didn't know to return for another go running for office. She seems more interested in being in the public eye for the last 8 years. So I have no faith she would "study up" on what needs to be done to straighten out the VA.
