If you are referring to the mineral rights, Ukraine would have received that money on the open market without having to obligate themselves to a certain percentage being the property of the US.To be able to receive lots of money from the U. S. to rebuild their country is a very big deal.

And the international community recognized Ukraine's right to security and integrity as an independent country when it gave up its nukes.THey do . Just because Ukraine wanted to break away from Russia and take away Russian lands of Donbass and Crimea, does not mean that Ukraine was entitled to violate Russian/USSR constitution and hold illegal referendum of "independence".Ukraine's legal referendum was recognized and codified.
