Law abiding citizens get them with a couple of extra steps, those who are not law abiding don't. The issue is that if one wanted to only reduce drunk drivers, they would not invent driver's licenses for everyone.You cannot go with no laws because some people won't obey them. There will always be drunk drivers, but you still have laws around licensing drivers and mitigating for DUI.
