Can't imagine that would be necessary. Just taking out military, communications, government, and infrastructure facilities would probably do the trick.War with Iran means a ground invasion, right?
It turns out the government there is deeply unpopular with its own people. Many of them are just waiting for a chance for someone to just weaken the regime's military even a little bit, and they can take it from there. If this is coordinated with dissident groups both within and outside the country, we could be looking at regime change there- and that would be a huge step towards peace and stability in the region- not to mention the world.
