Well it seems logical that uranium enrichment would happen at uranium enrichment sites. And it seems possible that given their ability to build bunkers that a bunker buster to follies of Bunker busters actually would penetrate it.
I doubt they had much forewarning about this attack. And probably couldn't logistically move a significant amount of enriched uranium.
So either everything to conspiracy or what happened happened.

It was pretty clear that the US needed to 'jump in' to deliver that to have the destruction of those facilities.
