According to the link they were actually arrests. The encounters is a separate number, normally amnesty seekers which are not arrests.

Migrant arrests, or encounters, for the year were 37% higher than last year, and more than two times the number recorded in 2019.

Encounters are not arrests. They are migrants that are either caught between ports of entry or denied admission at the port of entry and amnesty seekers who are immediately expelled or released into the USA. Arrests are different categories, two different numbers.

ETA I will admit the wording is ambiguous. Amnesty seekers are not arrests, expelled at the border is not an arrests.

What is very difficult to find is what percentage of (total) immigrants ‘encountered’, ‘arrested’ or ‘detained’ (all of these terms seem to be used interchangeably) by CBP have been expelled (removed or deported) vs. released into the US.

What is known is that of the 2.4 (or whatever the number is now) million interactions between CBP and illegal immigrants, nowhere near all of those interactions resulted in the immigrants being given papers and released into the United States.
 

OK, but would allowing 42% or 33% of those many millions ‘encountered’ to be released into the US be OK with you?

After all, if Jose crossed ‘illegally’ into the US 4 times and was ‘removed’ (denied entry) 3 times, Jose still ends up inside the US.
