Regardless of which, flight plans include things like departure airport, arrival airport, alternate airports, estimated time en route, etc.

Flight plans do not include ATC instructions that have not yet been received when the flight plans are filed. And they are not issued to pilots by the FAA. They are filed by pilots.

Your article is meaningless. The only thing I see of concern was the ADS-B turned off. However, since this was a training flight, that is easily part off the training.

I think the larger concern are actions used for a training flight done anywhere near other air traffic. Especially near runways where other craft are flying low. In this regard, the commander of the base needs to be held responsible in my view.

This information of repeatedly being told to stay below the 200 ft. you can bet is backed up somehow, likely in the flight recorder. If such verbal instruction had to be repeated over and over, you can bet the pilot was not following the rules. We will never know why the female pilot disregarded the instructions. It could have been arrogance rather than incompetence. Or one on many other reasons. Did it have to do with DEI? It may or may not have. I suspect the military has checked the records that we will probably not see.
