As they try to reclaim the ethical high ground during a difficult stretch, House Democratic leaders are considering a dramatic move: declaring a party-wide ban on earmarks this year.

The idea, floated by Speaker Nancy Pelosi (D-Calif.) in a leadership huddle Tuesday, is for House Democrats to outflank their Republican counterparts, who have mulled and rejected such a moratorium in recent years.

I have only one comment. I will believe it when I see it.

Hopefully they are successful in making the earmark ban.

If they do attempt to ban earmarks I would love to see who votes yes and no.

And those who abstain from voting, which as far as I am concerned counts as a no vote or what ever is the most unpopular choice is.

If they do it, it would most likely be voted on just before the next election. Which the Democrats are likely to lose a large number of seats.

Leaving the next congress with nothing to bribe their voters with

Anyone up for reelection right now would be hanging themselves if they voted no on a bill banning earmarks. It's a welcomed bill in my opinion. We really should scrutinize where our money goes with more care.

If they were smart they'd pass it two months before the vote so they have something to woo independents with.

"Republicans claim fiscal responsibility but they were happy to scoop up earmarks while in power..."

Great little talking point.

HAHAHA yeah right! If so, they'll fill it so full of loop holes it doesn't matter. Congress won't police itself, I think that's pretty obvious at this point.

An Earmark Ban?

I see that one working as well as the Democrats' Pay As You Go Scam...er Plan....they're lift it out of the way whenever it's convenient, and like Paygo, it will always be convenient.

Better way to implement a earmark ban: Replace the current corrupt Congress with fresh meat, and hold a referendum on their performance two years later. I beleive those used to be called "elections" before the US Congress started having longer tenure than the old Soviet Politburo.

People that attend town halls should make it plain that they insist upon a ban on earmarks and that an candidate that they support has to try to pass a law making earmarks a felony, punishable with a 5 year minimum sentence in Leavenworth Kansas.... no parole, no pardons, no second chances.

I'd also like to see the bribery with public funds that has taken place recently, made a felony with a 20 year min..... same place, same conditions.

How about a “Responsibility in Government Party” to replace the Tea Party?

That's fine with me... both parties suck when it comes to their abuse of earmarks!

My question is not whether they will willingly abide by it, but whether it is enforceable. Is there a legally defined standard for what an ear mark is, is it definable?

The best I can find is this: http://earmarks.omb.gov/earmarks_definition.html but it seems that it all depends on a person's viewpoint.

I look for them to load it up with all kinds of dumbass amendments that the Republicans would never vote for, then say, "See? We tried, but the Republicans didn't want".

First - this is nothing but a stunt by Democrats in hopes of doing damage control for 2010 elections. Second... cutting off earmarks I would hope would get 100% Republican's backing it and amend the bill to extend such earmark bans indefinately... see when you know the other side is bluffing, you up the wager and watch them sweat and fold. Republicans know that cutting off earmarks for either one of their political party's is like cutting off the air to breathe.

I'm not holding my breath.

All the more reason for we the people to insist that it is done.

If they pass it, will it have a Louisiana purchase or a Cornhusker kickback attached?
