No, it is the DOJ asking. There is a large, unsubtle difference between telling some one to do something, and asking them to do something.
Probably not the comparison I would have invoked, but close enough. Kinda like Obama telling congress to pass a bill I think would be a better comparison. He is certainly able to ask them to do it, but then don't have any obligation to do so. Note that I am not an expert on the bureaucracy involved, but that is my understanding anyway. In this case, the article was clear that the DOJ was asking, not telling.
No one tried to wield authority they did not have. The DOJ is perfectly within it's rights to make requests. It may not be able to order the local police to do something, but they can certainly request their cooperation on a matter.
In this instance a racist is anyone who out of hand without any consideration to what actually went on assumes the worst about the white cop. The fact that the young man had just committed a strong armed and nearly killed a cop does not seem to matter to them.

This whole topic has been fascinating in a sad kind of way. I have been called a race baiting cop hater akin to Al Sharpton, and a fascist, racist police state supporter, all because I don't believe in rushing to judgement. It is kinda sad and pathetic the way people are picking a side before the evidence is in, and then attacking any one who is not wholeheartedly supporting that position.
