Your using burn restrictions as an analogy to covid-19 rules.
But even that can be problematic. I can't find the story, but 2 or 3 years ago a person found himself lost way back in a remote park forest, no winter clothing, so with temperatures dropping below freezing he started a fire for heat. This got out of control, causing a forest fire. They prosecuted him - violating the no burning rule of the federal park.
Should they have? If those are the only relevant facts, I say no. You?
I say yes, 15 years of outfitting, high country, 15 years of search and rescue high country. They are so stupid to go into the high country without being prepared and than cause a forest fire, nail them to the wall by their balls. Over the last 15 years my farm was threatened by forest fires, caused by humans,. If the slurry bombers open up over your house the fun stops.
Even in a remote area, millions of dollar are lost and spent to stop the fire.
Nail them.
