I have a hard time calling it a debacle. It was far from ideal, but to me, as long as the results end up being right, it is not a debacle. We saw not long ago that it is certainly possible to get the results wrong, and that is a debacle.

Dem establishment friends and family founded a company to provide election services the elected members of their friends and family could hire for use by the democratic party.
Founded, built, and implemented by and for incompetents, who failed to train the caucus captains in it's use, there was no ****ing way that app would work correctly.

I voted for incompetence. If it was corruption, Pete Buttigieg would have blown out Bernie Sanders in every precinct that reported. Now there is a report that precinct chairs did not enter the correct password to access the app.

1. Not beta testing the app before rolling it out to production (software 101!)
2. Encouraging caucus chairs to download the app to their unsecured phones (security breech 101).
A first year IT student could have done a better job. **** Iowa and their irresponsible, arrogant asses.

I say it reaches the threshold for a debacle. There were no results election night. Pete declares victory anyway. The next day we wait all day for 62% of the results to come out. And headlines are being ran picturing Pete the winner. We don't even have all of the results but, the news media effectively called it for Pete. When do we get the rest? Tomorrow? Next week?
Iowa is ritualistic. The delegate count is less important. Iowa sets the stage for primary season. And you get a round of press coverage on caucus night with all the talking heads hemming and hawing over the winners and losers. But, that didn't happen and as such, any crucial aspect that Iowa may have represented before Tuesday has been wiped away.
During the 2012 republican caucus... Iowa waited 12 days before coming up with a tally...and with 8 precincts not reporting at all. It was mess then too.. to this day the final tally is still unknown...
However quaint the caucus system is...it's outdated and needs to replaced with a primary. Nor is Iowa a good representation of the country and shouldn't be the first state to set the tone for election...imo.
