Than a fetus, you mean? But no, eagles - especially the American bald eagle - are endangered species.
Pregnant women have a whole series of healthcare networks - hospitals, clinics, the freestanding clinics specializing in pregnancy, in birth control, Women Infants Children, Visiting Nurse nets, La Leche League, Food Stamps, TANF (these last two are means-tested), state assistance & referral to local state-licensed childcare, parenting & childcare classes for new parents (through United Way, hospitals), doctors in private practice, Medicare, Medicaid, Section 8 housing (if the women meet guidelines), & so on. Public high schools often have programs for teen mothers, to include childcare during hours, & the opportunity for the teens to finish their high school & graduate.
The total outlays, personnel costs & program costs for the programs aimed @ helping pregnant women & mothers with babies has to be orders of magnitude greater than the expenditures to protect eagles in the US. Although, of course, it doesn't make for a snazzy headline.
Eagle eggs have more protections than a unborn human baby.
