If this is about the proposed bill in VA, it was about late third-trimester abortions, which are only carried out for the health/life of the pregnant woman. These abortions are rare, because if there's a problem/threat from carrying the fetus to term, doctors typically recommend abortion much earlier than @ 40 weeks, in order to reduce the risks of the abortion to the woman as much as possible. The surgery is also easier for the attending physicians.

The law was tabled by the VA legislature - & Gov. Northam's remarks & Tran's remarks were after the proposed bill was tabled. The bill did not pass, & consequently there is no new law in regards to late third-trimester abortions.

The second - the sale of body parts (of a fetus?) is illegal. Planned Parenthood used to accept reimbursement of expenses for donating fetal tissue, but it stopped doing that years ago, in Oct. 2015.
