They are not legal here in Boston. Although some dumbass shot one the other night and the cops came. He then hit a cop...poor stupid BC kid.
As for the second part of your question I don't think they should be legal in a large city like Boston. Way to easy to hurt some one, more so that it is a large college town and we like to drink a lot.
This particular incident is typical of why I would have Fireworks sold to people who are competent in staging displays.
