What to Do During a Robbery
1. Remain calm and do not resist.
Assure the robber you will cooperate and take no action that may jeopardize your safety. Don’t make any quick or unexpected movements.
2. Follow the robber’s directions, but do not offer more than what they ask for.
Don’t argue. If you have to move or reach into your pockets to give the robber what they want, tell them what you are going to do and why.
3. Make mental notes of the robber’s appearance.
You’ll need to describe the suspect when filing your report. Take note of their features including race, age, height, hair and eye color, clothing, etc. Is there anything unusual about their appearance such as scars or tattoos? If they have a weapon, make note of what it is so you can describe it later. If they come or go in a car, try to note the make and model and license plate number.
4. Notice what the robber does so you can include it in your report.
If there are two accomplices, pay attention to any conversations they have with one another. Do they use each others names or nicknames? Do they mention any locations? Try to remember what they touch during the robbery so that police can check those areas for fingerprints.
5. After the robbery, go immediately to a safe location, then report the crime.
Your personal safety is your top priority. Make sure you feel secure before you call 911 or DPS. If you’re in an isolated area, move to an area with people and ask someone to stay with you while you wait for help. If you opt to remain at the crime scene, try not to touch anything. If there were any witnesses, ask them to remain with you until the officers arrive. If they must leave, write down their name, address and telephone number.

First off, congratulations on finally using a study or official advisory to back up your claim. With that being said, you're only using one form of violence. It doesn't say that resisting any and all forms of gun related crime is likely to get you killed. For example, women who resist sexual assault are far more likely to survive and those who don't.
I'm wacky for sure. My point is we don't seem to have a problem defining and addressing all sorts of minutiae. There's really no excuse for wonder and confusion about mental healthcare. you relate defining the rules to a game to defining mental illness,
I'd say that the issue isn't the number of programs; it's the number of providers. There are an estimate 30,000 board certified psychiatrists in the US, with half of those expected to hit retirement age in the next ten years. There are around 100,000 licensed psychologists in the US. A NPR story from last year estimate this is about 1/3 of what the US needs.
EDIT: As of 2018, more than half of the counties in the US had no resident psychiatrists.

The money will be spent producing the necessary infrastructure (human, social and otherwise). The measure will be the number of people receiving assistance. The more the better because a trained objective voice is something everyone could use.

So that is more important than people on Social Security or SNAP having enough to eat? That is more important than Medicare and Medicaid people getting treatment? For that we should send our soldiers into wars with inferior equipment and training?

Most of us do without mental healthcare but we shouldn't. It's basic preventative care. So the goal is 100% mental healthcare coverage. A shrink in every pot.
