Thank god. Hopefully some day we will realize that a basic water amount is a human rights issue not a "bill" issue.

Having these for free is a pipe dream and always fails. Maybe we'll remember that personal responsibilities starts with the individual.

yeah.... it's not like it takes money ,resources, or an infrastructure to deliver clean water to homes.... that **** oughta be free!

Probably a great idea. Now to make it possible they need to reduce the city employees salaries to zero for 15 days, but they still must work. They need to cutt off all the retirees for 15 days, and hope they can afford their cat food. Then that wonderful free water right will be attainable for ya.
