It's more about what people expect to see in certain places, and the kind of change where more and more transgender people are using bathrooms and locker rooms will likely perturb those not used to it. These kind of shifts take time. On a side note, I've been an advocate for unisex bathrooms, and I was pleasantly surprised when I went to an event this past weekend it had only unisex bathrooms available. If men and women were more accustomed to seeing each other in these settings, the awkwardness isn't an issue.Darn

Locker rooms typically aren't designed that way. You have shower stalls then a room that has lockers and benches to sit on. Most people just get out of the shower, walk to their locker wrapped in a towel, and then face their locker as they quickly dress.

What's changed is the spectrum of classification has gotten broader, and that isn't new culturally either since in some cultures these classifications have existed for quite some time. A good example of this is Zapotecan culture which has the muxes designation for people who are born men, but dress and behave like women. There are equivalents to this in other cultures too, like hijras and in Asia and you find this in Pacific Islander culture as well. If you want to refine your support for what's culturally known as "woman" here, then you're referring to cis-gender women.

I would say that the women's locker room is a pretty safe bet for women not expecting to see penis.
