That depends. Congress didn't approve the Iran "deal". Including delivering pallet loads of unmarked bills. It appears all that is necessary is to label it something other than a treaty.

So Trump got North Korea to agree to a meeting in 2018, a meeting in which NK wanted back in 2016?

That takes great negotiating skills. To get someone to agree to something they wanted all along. Trump is truly a master negotiator. Why it only took NK a few nuclear tests and ICBM launches after 2016 to get Trump to determine that he was going to get NK to meet with him
