Well it depends. If he tells Israel harshly to stop the settlements and Israeli ignores him and we continue to support Israel (which we will) they'll soon realize he's full of empty platitudes.
I remember Bush talking about how the settlements were an impediment to peace or progress. I don't recall him saying they were unacceptable or being so harsh publicly.
I'm not sure that was a good idea.

US wants Israel's support as well, it wouldn't give it away because the Israeli government is pro-settlements.
By the way the aid money mainly goes to US weapons and technologies, and to Israeli researches that develop new technologies given later to the US. (The Arrow system, for example)
The aid also makes a bit less than 1/6th of Israel's military budget.

If Obama adresses the muslim world to try and mend ties and bring the two closer together, the terrorists will likely up there propaganda and attacks on westerners to severe ties further between the two worlds because thats what suits them.

Terror is a stronger word than violence, and killing people just because they belong to a certain nation or culture(the west) is not simply violence.
