The unemployment began to decline in November 2009, which is to say the first year Obama was in office. It continued to decline during the Obama administration and was 4.7% when he left office in January 2017. Unemployment continued to decline under Trump, reaching 3.5% by February 2020. By April unemployment jumped to 14.7 because of Trump's lame response to COVID-19. By August unemployment was still 10.2%.
