The mutations occur as part of the replication process. No biological process is perfect, so a tiny percentage of replications have errors. These errors cause small changes to the virus. Sometimes those changes are bad, weakening the virus. Nature usually ends up selecting against these. Sometimes these changes are beneficial, improving the survivability of the virus in some way.

But, at the end of the day, the mutations occur during replication. The more replication that occurs, the greater number of mutations that will occur.

A virus with one host will be far less likely to have a dangerous mutation than a virus with a million hosts.

Although, he did ask that people mask up and reduce travel. The overwhelming majority ignored him, because we are not government slaves and we value our liberty in Alaska. Only vessels from the US are not allowed to dock in Canadian ports. It is specifically because those cruise ships are not registered in the US why the Jones Act requires them to dock at a foreign port before they dock at a US port. Since all cruise ship vessels from the US are not permitted to dock in Canada, none of them are allowed to dock in Alaska.

You can thank your Dixiecrat President for destroying tourism in Alaska, in addition to thousands of jobs in the lower-48, because it never would have happened had he not canceled the Keystone Pipeline project.
