Yes, Carter could have given arms to Iran for hostages. Why didn’t he think of that?

He could have and should have just been more forceful with the Iranians early on in the crisis. Parking an aircraft carrier nearby would have helped.

Or he could have sold arms to Iran, secretly, to get money to support Central American terrorists. But he wouldn't have thought of that, either.

Valid always, but things are seen in a different perspective through time. Carter swings 3 places in the last 25 years. Ike went 5 better, on average. Jackson dropped 6 places, as did Wilson. If trump improves over time it is likely he will rise to #40, possible, or fall to #47...........
