I'm not an evolutionist, but I think if you're born with it then it serves a purpose and cutting it off should be done as a last resort. I extend this idea to tonsils, adenoids, the spleen, and the appendix.

The foreskin serves the purpose of protecting the glans, since we didn't really evolve to wear clothing.
