"If it is a close race" in other words, get a recount, check for chicanery, etc.

"If it is a close race" change the meaning of the accusation against hillary, because if it is a close race, the suggestion is sensible.

Trump has announce he is going to undermine the integrity of the election sue everywhere possible, prevent as many ballots from being counted as possible, and so for Biden to let a close race go unchallenged, would be political malpractice.

No judge is going to rule in favor of Trump without evidence, that's on fraud issues. There just isn't evidence of widespread fraud.

Where he might get a conservative court on his side is issues of 'postmarks' etc. recounts in close races, etc. But a recount could go either way.

“Well, we’ll have to see what happens. You know that. I’ve been complaining very strongly about the ballots. And the ballots are a disaster,” Trump said at a news conference at the White House. It appeared Trump was referring to mail-in ballots, which he has repeatedly condemned, without evidence, as susceptible to massive fraud.

The president had been asked by a reporter if he would commit to a peaceful transfer of power, “win, lose or draw.”

When the reporter noted that “people are rioting,” Trump replied: “Get rid of the ballots, and you’ll have a very – you’ll have a very peaceful – there won’t be a transfer, frankly, there’ll be a continuation.”

“The ballots are out of control,” Trump said, adding, “The Democrats know it better than anybody else.”

The Biden campaign issued the following statement in response to Trump declining to commit to a peaceful transfer of power if he were to lose the election: “The American people will decide this election. In FACT, Hillary said that Biden should not concede until all votes are counted, which was in direct reference to the likelihood that Trump could be leading on election night (because Trump voters are more likely to vote in person)....but that Biden will win comfortably once all mail-in ballots have been tabulated (because more Biden voters plan to vote by mail).

So, that said...which is it? Are you confused, lying...or just not very bright?
