Other countries similarly require proof of lodging, or at least an address, on entry paperwork at the border.

NO! He is still entitled to due process. The ends does not justify the means -- he was sent to prison without a trial. Moreover, due process would have kept him from ever being deported to El Salvador much less a prison known for human rights abuses.
