What Individual-1 could do is have the House and Senate pass whatever bill they want and present it to the President. If he fails to sign it or return it to the Congress within ten days (except Sundays) it shall become law "in like Manner as if he had signed it," according to Article I, Sec. 7 of the constitution.That would cause more harm than simply buying the great wall of derp.
I suspect he'll have to find a way of folding that doesn't look like abject defeat. Perhaps he'll have to give the Dems something bigger, then have to lie to his base about whatever it was.

The shutdown is because congress (house & senate) haven't passed the appropriations bill. The house passed H.R. 695 and the senate is sitting on it.

I can only hope you guys keep going until you render yourselves sufficiently irrelevant in everyone else's eyes. There are plenty of independents and some Republicans who see Trump for what he is and have abandoned him. His cesspool has energized Democrat voters who sat home instead of going to bat for Hillary. A bill did pass called a CR and he did not sign it. Look, all through his life, when the bankers said they want their money,
trump simply wasn't going to pay them back so he got up, walked away and declared bankruptcy. That's how he made a living.
