Trump has been offering / open to discussions with Iran about their nuclear and ICBM programs all along, even before the Israeli attacks, and still is.
They've always been in the form of 'We can either talk about it, or we'll be forced to take action'.

There's no 'retrenchment' such as you are insisting exists.
