One of ICE’s actions today was in Paramount, an incorporated city in Los Angeles County with 82% Latinos. The protests started as ICE agents gathered near a Home Depot. (How would ICE know which, if any, day laborers were undocumented?)

That choice of city seems like a deliberate provocation.

Trump signed a memorandum to activate 2000 CA NG troops who need to assemble, get their orders then deploy. This will take time yet to manifest. It's not clear yet which units of the CA NG are activated.

No governor has any authority over the Insurrection Act which Trump HimSelf cannot invoke in this situation because the events in the Paramount section of LA do not meet the provisions of the Act to implement it.
