A separation of male and female facilities was all that was necessary for centuries. Its pretty binary. Its considered indecent for people to be exposing themselves to strangers in public, there are indeed laws against it. If a man exposed himself to a group of girls at the bus stop, it wouldn't be tolerated. The principle is the same when you take them out of the bus stop and set them down in a public locker room. Most people don't want that imo, regardless of what you say or how you personally feel about it.
