Not a lot of blue states represented by tornadic activity, so even if this wasn't a silly partisan thread, I would have to say that no, that the tornado deaths wouldn't have been in any blue states. Not for the reason you are questioning, but no, all the same.

government is only as good as our ability to rein it in when it becomes bad.
as for tornadoes, they can strike very quickly and obviously when the weather is bad, limiting visibility and causing confusion. Good infrastructure or not, there is only so much you can do. I am sure the red states have adequate alarms and safety measures.
