The actual prayer does not matter. It is a matter of dignity, and being able to show respect to others. When one of my co-workers mother died, another co-worker and I went to the funeral home to pay our respects. The Catholic priest went and did some prayers and some explanation about what Catholics do at the time. My co-worker, who was a Jehovah Witness, left at that point. I stayed, and listened, and did the rote responses, because I was there to support my co-worker, and give comfort to her, not because I believed in Roman Catholicism, or even Christianity. My co-worker noticed, and even mentioned it to me, and how much she personally appreciated my being there and sitting through things.
It was to comfort and give honor to the living. A president should be able to do that.
I'm an atheist and have been invited to many religious weddings, funerals, christenings etc. Out of respect for the person and their families, I do what everyone else in the church, temple, mosque or synagogue are doing. I don't sing the hymns but I don't sit there looking grumpy with the hymn sheet dangling near my butt....like a certai n orange ***** grabber did at Bush's funeral.
