Sorry but that's a lot bullsh*t. A strong social safety net is the best way to get back on your feet. If you don't have to worry about not making rent or not afford to eat, or not afford to get medical help if you need it, you'll much easier find a new job or be able to school yourself to another profession.
How do you measure what exactly is good to get you back on your feet ? For some people having that assured enables laziness, for some people, me included having nothing can serve as a desire to achieve things and work hard. I will admit it here, I have my BIAS and you have yours.
