We should do a few different things:
These methods are based on the idea that people resort to crimes because they feel neglected by society
1. make our incarceration system focus more on rehabilitation than punishment and shorten sentencing (and abolish 3 strikes and you're out). Norway spends 3 times as much per capita per prisoner as the US but their recidivism rate is only 20% as opposed to 75%.
2. legalize/decriminalize all drug possession to prevent drug users from having felonies on their record. Also, fund rehab centers with taxpayer dollars.
3. to reduce sex crimes committed against children, fund a rehab for pedophiles so that they can effectively control their urges.
4. build public housing for the homeless
5. Fund and promote vocational training and make reforms to college to reduce costs. At first glance, this may not appear to reduce crime but people who have a well paying job don't have to resort to theft or drug dealing.
