the people who run the GOP and the DNC are not stupid. Both groups' leaders know what is best for their respective parties--that being said, I doubt either group of leaders will engage in activities that are deleterious to the future viability of their respective parties.

the last thing the democrats want are poor dependent people who vote democrat for handouts and assistance becoming independent and less reliant on the government. So it is in the Democrats' best interest to keep those voters poor and dependent rather than to help them become independent and self reliant
