The POTUS has broad authority to declare national emergencies and invoke associated powers, primarily under the National Emergencies Act (NEA) of 1976. Look it up and you'll learn how broad those powers are.
Does this mean he can call anything he wants a national emergency? Of course not, and that's when our courts come into play. IOW, democracy is not in danger.
