Great point - but remember, people without jobs who would rather sit around and commit crimes don't really care about payroll costs and delivery delays and going out of business. It's very sad that the small businesses in the world who work every day 10 hours or more to stay in business and provide jobs so others can feed and house their families are being punished for things that some people can't take responsibility on their own for.

Worse still, many have been instructed to view small businesses as greedy purveyors of economic harm, and are to be vilified.

How better to position the almighty government as the savior and god parent will to provide stipends to those who will show it proper respect.
