It was his choice to leave because he had a better opportunity as a member of the board of directors with the Caliburn International Company which is the parent company of Comprehensive Health Services, which operates the Homestead shelter in Florida and three other shelters for unaccompanied migrant children in Texas. Homestead is the largest shelter for migrant children in the country.

He brought a lot of influence with him when he left the White House and joined the board of Caliburn. The company is one of the only that are providing detention for illegals at $750 a day per person, per day. The company's portfolio includes a variety of work in defense sectors. John Kelly stepped out of the WH and right into a very lucrative position in the private sector.

It could be a Teddy Roosevelt situation, where he runs just to weaken trump and try to cost him the election, as Roosevelt did to his former friend Taft. But if he wanted to do that, he should probably run third party, as Roosevelt did, to try to split the vote.
