Its not implausible that somebody took a tour. This was apparently planned.

Or grabbed (or bought) maps at one of the two gift shops. It isn't a top secret facility. It's open to the public. Probably they've added some barriers, but if like state capital buildings - which equally can be enormous, you could walk straight to any member of the House or the Senate's small office with a even smaller area for one receptionist - and just open the door and walk in - if it is left open.
